If you recently changed conversion goals/actions (even if the underlying action is “basically the same”), plan for 1–2 conversion cycles of adaptation and avoid stacking additional major changes on top of it.
Step 3: Stabilize inputs long enough for the model to respond
Pick one primary lever at a time: budget or target. If you must change targets, do it in measured steps and then wait long enough to see the complete impact (typically 1–2 conversion cycles). Avoid multiple ROAS target changes inside a single conversion cycle; it’s one of the fastest ways to create self-inflicted instability.
Step 4: Remove artificial ceilings that block learning
If status indicates budget constraint, consider whether your daily budget is realistically capable of supporting the target. If you’ve set max/min bid limits, understand that they can prevent Smart Bidding from bidding into the auctions it believes will hit your goals. And if you’re limited by inventory, the path forward is usually expanding eligible reach (broader matching/targeting, more coverage, fewer restrictions), not tightening targets.
Step 5: Use advanced tools only when the situation truly calls for them
If your conversion data was wrong for a period (tracking outage, incorrect counts, paused uploads), data exclusions can reduce the damage—but they’re a scalpel, not a daily habit. Apply them quickly, choose dates based on click impact and conversion delay, and expect a short stabilization period afterward. For predictable short events that will temporarily change conversion rate in a meaningful way, seasonality adjustments can help prevent Smart Bidding from overreacting mid-promotion, but keep them short and reserved for major shifts.
Quick fixes that usually move the needle within the next 1–3 conversion cycles
When volume is low
Start with the least risky improvements: ensure conversion tracking is firing correctly and consistently, reduce friction on the landing page, and broaden eligibility so the campaign can gather more conversion feedback. If you’re optimizing to conversion value, make sure you’re reporting meaningful values (not all the same value for everything) and sending conversion data as soon as it’s available; large, delayed batches are harder for the system to learn from than steady, regular reporting.
When targets are too aggressive
Move targets toward what the campaign has already demonstrated it can do, then “walk” toward efficiency over time. Aggressive targets can throttle traffic, which reduces conversions, which reduces learning—creating a loop that looks like the system is stuck.
When reporting changes broke performance
Any change to what’s counted in the Conversions column can change bidding behavior. Treat conversion configuration edits like a bid strategy change: make the change intentionally, set budgets to what you’re truly willing to spend, update targets gradually, and then wait for the system to adapt before judging it.
